4.Trade and economic relations:
Analysis of the foreign trade balance for 2014-2020 shows that during this period there was a significant decrease in trade turnover between our states, primarily due to the aggression of the Russian Federation against Ukraine. In particular, in 2014, Ukrainian exports to the Republic of Tajikistan amounted to 49.9 million US dollars. I n 2020 - only 24.1 million US dollars. At the same time, there have been some positive trends in recent years.
Trade and economic cooperation between Ukraine and the Republic of Tajikistan in 2020 developed in the context of crisis phenomena caused by the coronavirus pandemic, which significantly complicated cooperation in all areas, especially in the economic one.
Ukraine's exports to Tajikistan in 2020 amounted to 24.113 million US dollars. This represents 87% compared to 2019.
The largest share in exports to the Republic of Tajikistan was made up of the commodity groups "sugar and confectionery products made from it", the share of which reaches 30%.
An important event was the holding of the 5th meeting of the Joint Intergovernmental Ukrainian-Tajik Commission on economic cooperation in Kyiv in March 2020, following which a Protocol was concluded and an Action Plan was developed, the implementation of which is an indicator of economic cooperation between the two countries. The next meeting is scheduled to take place in the capital of Tajikistan.
4.1. Scientific and technical cooperation:
Cooperation in the field of education is key in this area. Ukraine allocates 20 state scholarships for training Tajik citizens.
Currently, about 140 Tajik students study in Ukraine.
2020 was marked by bringing cooperation with Tajikistan in the field of education and science to a qualitatively new level. During March 29-April 2, a delegation of Ukrainian educators headed by the Minister of Education and Science of Ukraine Serhiy M. Shkarlet visited Dushanbe. More than 40 universities were presented, whose representatives signed more than 130 documents on cooperation with Tajik universities.
A draft Agreement on mutual recognition of academic degrees and academic titles is being worked out.
5. Cultural and humanitarian cooperation:
Despite its geographical remoteness, cultural and humanitarian cooperation between Ukraine and the Republic of Tajikistan is developing quite actively.
The Embassy of Ukraine in the Republic of Tajikistan regularly hosts cultural events designed to honor memorable dates and outstanding figures of Ukrainian history.
In particular, on February 25, 2021, the National Library of the Republic of Tajikistan hosted an event dedicated to the 150th anniversary of Lesya Ukrainka. In 2020, the National Library of the Republic of Tajikistan opened a permanent exhibition of Ukrainian books.
An important milestone in cultural and humanitarian cooperation between Ukraine and the Republic of Tajikistan was the organization of the days of Ukrainian cinema in Tajikistan in the spring of 2019.
6. Legal framework:
Total number of bilateral documents: 81.
The Treaty of friendship and cooperation between Ukraine and the Republic of Tajikistan of 06.07.2001 is fundamental for the development of bilateral Ukrainian - Tajik relations.
A number of other Ukrainian-Tajik Interstate, intergovernmental, and interdepartmental agreements define priorities for the development of bilateral cooperation between the two countries. The most important ones are:
- Agreement between Ukraine and the Republic of Tajikistan on simplification of the procedure for changing citizenship by citizens of Ukraine permanently residing in the Republic of Tajikistan and citizens of the Republic of Tajikistan permanently residing in Ukraine dated 06.07.2001;
- Agreement between Ukraine and the Republic of Tajikistan on the avoidance of double taxation from income and capital taxes dated 07.09.2012;
- Agreement between the Cabinet of Ministers of Ukraine and the government of the Republic of Tajikistan on basic principles and directions of Economic Cooperation dated 06.07.2001;
- Agreement between the Cabinet of Ministers of Ukraine and the government of the Republic of Tatarstan on free trade dated 06.07.2001;
- Agreement between the Cabinet of Ministers of Ukraine and the government of the Republic of Tajikistan on promotion and mutual protection of investments dated 06.07.2001 and other industry-specific agreements.
7. Ukrainian community (Diaspora)
At the time of the opening of the diplomatic Mission of Ukraine in the Republic of Tajikistan, the total number of citizens of Ukrainian origin numbered about 1 thousand people, a significant part of whom lived in the Sughd region, where there was no civil war. Over time, ethnic Ukrainians mostly assimilated. Until 2010, a Ukrainian Cultural Center operated in Chkalov (now Buston, Sughd region), which actually ceased its activities due to the departure of its head.
Currently, only diplomats and their family members are registered at the Embassy's consular register. Most of the Ukrainians who were in Tajikistan were evacuated in 2020 due to the coronavirus epidemic.
