The legal framework in this area consists of eight bilateral agreements, of which the most fruitful is the Agreement between the Ministry of Education and Science of Ukraine and the Ministry of Education of the Republic of Tajikistan on cooperation in the field of education, signed on 23.09.2003.
Cooperation in the field of education.
According to this agreement, Ukraine annually allocates 20 state scholarships for training citizens of the Republic of Tajikistan.
For the 2020 academic year, 20 state scholarships were allocated, respectively, for training citizens of the Republic of Tajikistan in Ukrainian Universities at the expense of the state budget of Ukraine.
The Tajik side has consistently expressed its interest in increasing this quota at the expense of technical and natural specialties.
In total, about 300 Tajik students study in Ukraine.
Cultural cooperation.
After the collapse of the USSR, there were periodic exchanges of tour groups and performers of the two countries, in 2013, the Days of culture of Tajikistan in Ukraine were held in Ukraine.
An extremely important event in the light of the Ukrainian-Tajik cultural and humanitarian dialogue was the holding of the Days of Ukrainian cinema in Tajikistan on April 21-24, 20019.
This kind of event was held for the first time not only in Tajikistan, but also in the countries of Central Asia as a whole. During this period, a number of Ukrainian films, both classic and modern, were shown at the Tajikfilm Studio cinema.
The opening of the festival was attended by the heads of almost all diplomatic missions accredited in Dushanbe and representatives of the Tajik intelligentsia, creative circles, journalists, television, and the General public, who watched the famous film "Shadows of forgotten ancestors". The festival was closed with a demonstration of the modern Ukrainian film "Red", which gave the General public an idea of the tragic fate of Ukrainian patriots in the Stalinist death camps.
The days of Ukrainian cinema in Tajikistan were highly appreciated not only among ordinary Tajik citizens, but also among the business, diplomatic and official circles of the host country.
During the years of existence of the Ukrainian Embassy in Tajikistan, a number of events were organized to celebrate significant dates in Ukrainian history, which helped to increase the positive image of Ukraine in the host state. In particular on the occasion of:
Day Of Unity Of Ukraine;
Day Of Heroes Of The Heavenly Hundred;
Day of Crimean resistance to Russian occupation;
Taras Shevchenko's birthday;
Memorial day for those who died in radiation accidents and catastrophes;
Victory day over fascism in Europe;
Day of Ukrainian vyshivanka;
Memorial day for the victims of the deportation of the Crimean Tatar people;
Constitution Day of Ukraine;
Day of The National Flag of Ukraine;
Ukrainian Independence Day;
Defender of Ukraine Day;
Day of Ukrainian writing and language;
Day of Dignity and Freedom;
Day of remembrance of Famine victims.
It should be noted that measures for most of these events take place on a regular basis.
Now the diplomatic establishment plans to open a Ukrainian Museum in the premises of PU.
The Tajik side expresses interest in touring Ukrainian bands and performers on its territory. In 2019, the national Philharmonic of Dushanbe, with the assistance of the Embassy, performed the Ukrainian folk song "Chervona Ruta", which was sung by a talented Tajik performer.
Ukrainian Diaspora.
The total number of citizens of Ukrainian origin is about 1 thousand people, a significant part of them live in the Sughd region, where there was no civil war. There are no registered Ukrainian communities in Tajikistan. until 2010, there was a Ukrainian cultural center in Chkalov (now Buston, Sughd region of the Republic of Tajikistan).
