On 16.06.2021 the resolution №611 has been adopted by the Cabinet of Ministers of Ukraine “ On amendments to certain acts of the Cabinet of Ministers of Ukraine “ by provisions which significantly simplified the procedure for entry and stay of foreigners and stateless persons in Ukraine during quarantine.
The main provisions of the said act of the government:
- Negative testing result for СOVID-19 by polymerase chain reaction: or
- Negative result of express-testing for the determination of the SARS-COV-2 coronavirus antigen, which was carried out no more than 72 days before crossing the state border, or
- obtaining a full course of vaccination from Covid-19 vaccines included in the WHO in the list of permitted for use in emergency situations, issued in accordance with the International Health Regulations (2005) or in accordance with international agreements concluded by Ukraine on mutual issuance of documents on vaccinations.
However, the above requirements for the submission of the relevant insurance policy (certificate) and documents on the negative result of testing / vaccination course will not be applied to such categories of foreigners and stateless persons as:
- Foreigners, stateless persons who are permanently reside in the territory of Ukraine, and persons who are admitted refugees, or persons who are require additional protection
- Employees of Diplomatic Representatives and Consular offices of foreign countries, representatives of official international missions, organizations ,accredited in Ukraine and the members of their family
- drivers and crew members of freight transport activities, buses that carry out regular, irregular and lighthouse transportation of air and sea crew members, river vessels, members of train and locomotive crews.
- Military personnel (units) of the armed forces of NATO member states and NATO Partner countries “For the sake of Peace” who take part in activities for the training of units of the Armed Forces.
- In the case of absence of the specified insurance policy ( certificate , certificate) and a negative test result for COVID-19 or a document confirming receipt of a full course of vaccination, foreigners and stateless persons will be refused to cross the state border to enter Ukraine .
The order of crossing the checkpoints of entry by persons, in the temporarily occupied territories in Donetsk and Luhansk regions, the Autonomous Republic of Crimea and the city of Sevastopol and leaving them (CPVV) has been clarified.
Citizens of Ukraine cross the checkpoint in accordance with the established procedure without the need for self-isolation
Crossing the checkpoint for foreigners and stateless persons is carried out in the prescribed manner without the need for self-isolation on the basis of an existing policy (certificate)insurance , issued by an insurance company, which registered in Ukraine , or foreign insurance company which has representative office in the territory of Ukraine, or contractual relation with the partner of insurance company in the territory of Ukraine , covers costs, related to the treatment of COVID-19 observation, and is valid for the period of stay in Ukraine. At the same time, the following categories of foreigners and stateless persons are exempted from the requirement to provide the specified policy (certificate, certificate) for the purposes of crossing the CPVR.
- Foreigners, stateless persons who are permanently reside in the territory of Ukraine.
- Representatives of official international missions, organizations,accredited in Ukraine.
