Information on changes in the order of entry into Ukraine

Information on changes in the order of entry into Ukraine and crossing the checkpoints of entry into the temporarily occupied territory of Ukraine in the Donetsk and Luhansk regions, the temporarily occupied territory of Ukraine in the Autonomous Republic of Crimea and Sevastopol, and exit from it during the quarantine period, as well as the requirements for self-isolation, observation, introduced by the Resolution of the Cabinet of Ministers of Ukraine of 22.03.2021 No. 230 " On Amendments to the Resolutions of the Cabinet of Ministers of Ukraine of December 9, 2020 No. 1236»

In order to prevent the spread of the respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus in Ukraine, the Cabinet of Ministers of Ukraine issued Resolution No. 230 of 22.03.2021 "On Amendments to the Resolutions of the Cabinet of Ministers of Ukraine No. 1236 of December 9, 2020".

This resolution introduced a number of changes to the procedure for persons crossing the state border to enter Ukraine and conducting related self-isolation (observation), as well as crossing control points of entry into the temporarily occupied territory of Ukraine in the Donetsk and Luhansk regions, the temporarily occupied territory of Ukraine in the Autonomous Republic of Crimea and Sevastopol, and leaving it (hereinafter-KPVV) during the quarantine period:


- it is determined that in order to enter Ukraine, foreigners and stateless persons, along with a mandatory health insurance policy, must have a negative test result for COVID-19, made by the polymerase chain reaction method, which was carried out no more than 72 hours before crossing the border.

At the same time, it is determined that the requirements for the presence of an insurance policy (certificate, certificate) and / or a negative result of PCR testing for COVID-19 do not apply to the following categories of foreigners and stateless persons:

1) Foreigners, stateless persons who permanently reside on the territory of Ukraine;

2) Persons, who are recognized as refugees, or persons who need additional protection;

3) employees of diplomatic missions and consular offices of foreign states accredited in Ukraine, representatives of official international missions, organizations, and members of their families;

4) drivers and crew members of cargo vehicles, buses carrying out regular, irregular and pendulum transportation, crew members of air and sea, river vessels, members of train and locomotive crews;

5) military personnel (units) of the armed forces of NATO member states and member states of the NATO Partnership for Peace program, who take part in training activities of the Armed Forces units.

In the absence of an insurance policy (certificate) or a negative result of testing for COVID-19 in other categories of foreign travelers, employees of the State Border Service of Ukraine will refuse to allow foreigners and stateless persons to cross the state border;

- it is established that citizens of Ukraine who cross the state border are subject to self-isolation with the exception of certain categories of citizens of Ukraine, in particular:

1) citizens of Ukraine who have not reached the age of 12;

2) drivers and crew members of cargo vehicles, buses carrying out regular transportation, crew members of air and sea, river vessels, members of train and locomotive crews;

3) citizens of Ukraine who transport hematopoietic stem cells for transplantation;

4) citizens of Ukraine who have a negative result of testing for COVID-19 by polymerase chain reaction, which was carried out no more than 48 hours before crossing the border.

Citizens of Ukraine who are subject to self-isolation because of crossing the state border must install and activate the mobile application of the "Home" system. If it is not possible to install the mobile application, such persons are subject to observation.

- the procedure for crossing the KPVV by persons has been clarified. It is determined that the crossing of the CPVV by foreigners and stateless persons is carried out only in the presence of an insurance policy (certificate) issued by an insurance company that is registered in Ukraine, or a foreign insurance company that has a representative office in Ukraine or a contractual relationship with a partner insurance company in Ukraine (assistance), covers the costs associated with the treatment of COVID - 19, and is valid for the duration of stay in Ukraine

However, this requirement does not apply to the following categories of persons:

- foreigners / stateless persons who permanently reside on the territory of Ukraine;

- employees of accredited in Ukraine, representative offices of official international missions, organizations.

It is also established that persons who arrive in Ukraine from the temporarily occupied territories in the Donetsk and Luhansk regions, the Autonomous Republic of Crimea and the city of Sevastopol are subject to self-isolation, except for such categories of persons (if there is no reason to believe that they were in contact with a person with COVID-19):

persons who are under 12 years of age;

Representatives offices of official international missions organizations accredited in Ukraine;

individuals who intend to enroll in educational institutions located in the territory where the state authorities exercise their powers in full, as well as one of the parents (adoptive parents), guardians, legal guardians or other persons authorized by one of the parents (adoptive parents), guardians, Trustees or other legal representatives that accompany such persons;

applicants for education studying in educational institutions located in the territory where state authorities exercise their powers in full, as well as one of the parents( adoptive parents), guardians, trustees, other legal representatives or other persons authorized by one of the parents( adoptive parents), guardians, trustees or other legal representatives who accompany such persons; citizens of Ukraine who wish to be vaccinated against COVID-19 in the territory where the state authorities exercise their full powers, provided that they present an invitation for vaccination with a unique identifier.

Persons who are subject to self-isolation in connection with crossing the KPVV are required to install and activate the mobile application of the "Home" system. If it is not possible to establish the application, such persons are subject to observation.
