The Cabinet of Ministers of Ukraine adopted a Resolution No. 712 of 12.08.2020 "on amendments to the resolutions of the Cabinet of Ministers of Ukraine No. 331 of April 24, 2020 and No. 641 of July 22, 2020", hereinafter-the resolution (the text of the act is available on the Government web page at the link: https://www.kmu.gov.ua/npas/pro-vnesennya-zmin-do-postanovi-kabinetu-ministriv-ukrayini-vid-24-kvitnya-2020-r-331-i-vid-22-lipnya-t120820?fbclid=IwAR2npJRlkzrMiAQ7wqnRZ5lNVTUuUi91Odz3jf93IH1o57xqg64o8TzJZYI).

The Decree clarified the categories of persons who are exempt from self-isolation in connection with entry into Ukraine, and, in particular, introduced such an opportunity for foreigners - citizens of States with a significant spread of COVID-19 and persons arriving in Ukraine from such States, on the basis of a negative PCR test for COVID-19, conducted no more than 48 hours before entering Ukraine.

Thus, taking into account the updated version of p. 20 Resolution of the Cabinet of Ministers of Ukraine of 22.07.2020 No. 641 "on the establishment and introduction of enhanced anti-epidemic measures in the territory with a significant spread of acute respiratory disease COVID-19 caused by SARS-CoV-2 coronavirus", the requirements for self-isolation in connection with border crossing do not apply to such categories of foreigners-citizens of States with a significant spread of COVID-19 and persons arriving in Ukraine from such States (if there are no grounds to believe that they were in contact with a person with COVID-19):

1) children under 12 years of age;

2) foreigners-citizens of States with a significant spread of COVID-19, who have not been on the territory of such States for the last 14 days or are traveling through the territory of Ukraine in transit and have documents confirming departure abroad within two days;

3) employees of diplomatic missions and consular offices of foreign States, representatives of official international missions, organizations accredited in Ukraine and members of their families;

4) drivers and crew members of cargo vehicles, buses that carry out regular transportation, air and sea crews, river vessels, members of train and locomotive crews;

5) instructors of the Armed forces of NATO member States and States participating in the NATO Partnership for Peace program, who take part in training activities for Armed Forces units;

6) cultural workers at the invitation of a cultural institution together with one person accompanying each of them;

7) persons engaged in the transportation of hematopoietic stem cells for transplantation;

8) persons who have a negative result of testing for COVID-19 by a polymer chain reaction method, which was conducted no more than 48 hours before crossing the border.

In addition, the criteria for classifying foreign States by the Government of Ukraine as States with a significant spread of COVID-19 have been updated – according to the decree, these States are States where the number of new cases of COVID-19 per 100,000 population over the past 14 days exceeds the number of such cases in Ukraine.

The procedure for creating a list of States with significant COVID-19 distribution and viewing it, the procedure for individuals to self-isolate and the grounds for its termination (including in the case of a negative result of testing for COVID-19 by PCR conducted after crossing the border) remain unchanged.
