The Cabinet of Ministers of Ukraine issued Resolution No. 310 of 07,04,2021 «On amendments to the resolution of the Cabinet of Ministers of Ukraine of December 9, 2020. N1236» (the text of the resolution is available on the government's website at the link
These amendments, among other things, clarified the procedure for the entry of persons into Ukraine and the requirements for self-isolation (observation) during the quarantine period:
- foreign children / stateless persons under the age of 12 are exempt from the requirement to provide a negative result of PCR test for COVID-19 for entry into Ukraine (while the requirement to have an appropriate insurance policy for the entry of this category of persons in Ukraine remains unchanged);
- the requirements for self-isolation of persons in connection with crossing the state border to enter Ukraine has been clarified. As amended, self-isolation is subject to citizens of Ukraine, foreigners and stateless persons, who permanently reside on the territory of Ukraine, who cross the state border to enter Ukraine, except for the following persons (unless there is no reason to believe that they were in contact with a person who have Covid-19):
- persons, under 12 years of age:
- drivers and crew members of cargo vehicles, buses carrying out regular transportation, crew members of air and sea, river vessels, members of train and locomotive crews;
- persons, transporting hematopoietic stem cells for transplantation:
- persons, who have a negative result of testing for Covid-19 by polymerase chain reaction, conducted no more than 72 hours before crossing the border.
Self-isolation, observation of a person, is terminated in the case of a negative result of PCR testing for COVID-19, conducted after entering to Ukraine.
The requirements for the installation and activation of the mobile application («At home») by persons, who are subject to self-isolation, in connection with crossing the border to enter Ukraine / checkpoints of entry into the temporarily occupied territory of Ukraine in the Donetsk and Luhansk regions, the temporarily occupied territory of Ukraine in the Autonomous Republic of Crimea and Sevastopol and leaving it, remains unchanged.
