The Cabinet of Ministers of Ukraine adopted Resolution No. 641 dated 22.07.2020 "On the establishment and introduction of enhanced anti-epidemic measures in the territory with a significant spread of acute respiratory disease COVID-19 caused by SARS-CoV-2 coronavirus".

By the government's decision from 1 to 31 August 2020 the quarantine established by resolutions of the Cabinet of Ministers of Ukraine dated 11.03.2020 No. 211 "On preventing the spread of acute respiratory disease COVID-19 caused by SARS-CoV-2 coronavirus on the territory of Ukraine" and dated 20.05.2020 No. 392 "on establishing a quarantine to prevent the spread of acute respiratory disease COVID-19 caused by SARS-CoV-2 coronavirus on the territory of Ukraine», and the procedure for crossing the state border to enter Ukraine / crossing the control points of entry to the temporarily occupied territory of Ukraine in the Donetsk and Luhansk regions, the Autonomous Republic of Crimea and Sevastopol and leaving it (hereinafter referred to as CPVV) during the quarantine period is established:

1. crossing the state border to enter Ukraine / CPVV by foreigners and stateless persons is carried out only if the travelers have an insurance policy (certificate, certificate) issued by an insurance company that is registered in Ukraine, or a foreign insurance company that has a representative office on the territory of Ukraine or a contractual relationship with a partner insurance company on the territory of Ukraine (assistance), and covers the costs associated with treatment COVID - 19, observation, and is valid for the period of stay in Ukraine. This requirement does not apply to the following categories of foreigners and stateless persons:

- foreigners and stateless persons permanently residing on the territory of Ukraine, persons who are recognized as refugees, and persons in need of additional protection;

- employees of diplomatic missions and consular offices of foreign States, representatives of official international missions, organizations and their family members accredited in Ukraine;

- military personnel (units) of the armed forces of NATO member States and member States of the NATO Partnership for peace program who take part in training activities of the Armed Forces units.

2. Persons crossing the state border and entering Ukraine from States with a significant spread of COVID-19, and citizens (subjects) of such States upon arrival in Ukraine are subject to 14-day self-isolation using the electronic service "Act at home" of the Unified state web portal of electronic services.

The self-isolation requirement does not apply to the following categories of persons unless there is reason to believe that they have been in contact with a COVID-19 patient:

- persons under 12 years of age;

- citizens (subjects) of States with a significant spread of COVID-19, who have not been on the territory of such States for the last 14 days or are sent through the territory of Ukraine in transit and have documents confirming departure abroad within two days;

- employees of diplomatic missions and consular offices of foreign States, representatives of official international missions, organizations and their family members accredited in Ukraine;

- drivers and crew members of cargo vehicles, buses that carry out regular transportation, air and sea crews, river vessels, members of train and locomotive crews;

- instructors of the armed forces of NATO member States and member States of the NATO Partnership for peace program, who take part in training activities of the armed Forces of Ukraine;

- cultural workers at the invitation of the cultural institution together with one person who accompanies each of them.

The state with a significant spread of COVID-19 is a state in which the number of new cases of COVID-19 disease registration per 100,000 population over the past 14 days exceeds the number of such cases in Ukraine and/or the increase in new cases of COVID-19 disease registration in which over the past 14 days compared to the previous 14 days is more than 30 percent. The list of such States is formed by the Ministry of health of Ukraine and is reviewed every day.

Persons who are subject to self-isolation due to crossing the state border must install and activate the corresponding mobile application. If the application cannot be installed, the person is subject to monitoring.

Self-isolation/observation of a person is terminated if a negative result of testing for COVID-19 by polymerase chain reaction is obtained after or no later than 48 hours before crossing the border.
